American senators are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and SNAP benefits have been postponed for forty-two million Americans.
President's Proposal from Golf Course
As Saturday's meeting got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Response
Opposition senators expressed alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of moderate Democrats to end the closure in return for a future vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an proposal to reopen the government and extend the subsidies for a year.
Another senior Democratic lawmaker persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several observers suggested that the essence of such a proposal would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his resort visit, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough backing in 2017.
